Underground Heating Oil Tank Decommissioning and Regulatory Site Closure

The Henry Ford's Restaurant site had been constructed as a residence in 1923 and converted to a restaurant in the 1930s. Two 675-gallon heating oil tanks had been installed at the site, and had been previously taken out of service and filled with sand following several decades of use. However, no sampling or assessment had been performed at that time. Grant Associates was contracted to obtain regulatory closure of the site, and identified petroleum impacts to soil and groundwater during the initial site assessment.
Grant Associates performed a Generic Remedy cleanup at the site, excavating the USTs and over 250 tons of petroleum-contaminated soils for treatment and disposal. Grant then performed targeted sampling of soil and groundwater at the site to characterize the extent and magnitude of contamination, and prepared a detailed technical report for submission to the Oregon DEQ. The DEQ issued a No Further Action determination for the site, allowing the property transfer to proceed successfully.
